In the case files it names "tarpaulin jacket" and "tarpaulin pants" belonging to some of the hikers.  Could someone please enlighten me?  Does this mean a jacket or pants made of cotton canvas fabric? What (in the U.S.) we would call a field jacket or a barn jacket?

Yes it refers to Jackets and Pants usually made from Cotton. Tar is applied to the Cotton to make it waterproof. Similar to todays Wax Jackets and Trousers.
