This document was released under the Us FOIA. The UK UFO Magazine (defunct got some and sold them to readers. Dr Licoln La Paz was carried out the investigation.

The object is climbing not descending, also accelerating and pulsing. Strange meteor for sure

It's ball lightning = fire orb.

Its described as a green fireball. Its certainly a UFO. Other than that we can not say for certain.
