Title: Controlled delivery

 Controlled delivery of radioactive material. I don't see this theory anywhere. Is it part of KGB theory?

Where a couple of the hikers were carrying along the tainted radioactive clothing to transfer it to western intelligence agents as sort of a "sting" operation.

Maybe we should rule out all forms of CONTROLLED DELIVERY. Now we know that Spys can go to great lengths to carry out a mission, but maybe this is stretching it a bit too far.
